Another stall card for Water. It doesn't need it, but I just like the idea a great deal. >.>

Creatures already in play are unaffected. Cost reduction and freeze/congeal for creatures affects both players. It's most expensive for the player holding the card, since he must maintain it. The ongoing cost is meant to trip up its use in a mono water deck just a tad, so it is harder to use with squids, freeze, and the Ice Shield.

It is simultaneously a synergy with Fractal and a counter. You can play creatures more efficiently, but they wont attack for 3 to 4 turns.

"Art" is a brick in my house with heavily edited colors, made slightly transparent and layered over a little doodles of mine.  :-[

Pros:
Interesting, Able to be balanced, Fits Water, Simple to understand yet complex effect on the game, Well understood by the author, Provably acceptable art

Cons:
How does water reduce the quanta costs(casting costs)?
This reduction may require more coding, probably just the card refunding 2-3 quanta after the fact.
I do not know if/when this is balanced. (very minor con that is unimportant when compared to the pro that it is able to be balanced)

i love the concept, tho how does ice age help lowering the cost? it should increase the cost, to sound more logical..

you can play them faster because they'll be immediatly frozen/congealed, it is actually a nice nerf and/or buff

They cost less because they can slide into the battle field for less energy than previous forms of summoning.

Absorbing 3 :water per turn is hardly worth it if your creatures get frozen and your opponents cards are cheaper too!
