I'm gonna quote myself from the Avalanche topic:

Where the hell is the "drain all water quantum"? Even with that this card would be over powered, four turns are more than enough to get the quantum needed to play another Avalanche.
And this even affects creatures that are protected...
And your card is cheaper...

Mine doesn't effect burrowed and immortal creatures simply because there burrowed and immortal.

i think its way overpowered and would kill any deck(except inmaterial and burrowed) so needs way higher cost

I'd probably set it to 2 turns max. Then lower the cost of the upped one.

This sounds overpowered to me. You could easily chain this and use together with Congeal to keep all your opponents creatures frozen for 24/7.

I had a "mass freeze" with my Hero card idea back in the day, but I used a percentage, something like "all creatures have a 40% chance of freezing". Ability to freeze every creature with a 100% probability sounds too strong.

Or maybe you could add it to affect to affect your own creatures as well. That way it'll have a drawback when you use it.

That would help balance the spell a bit more, but if you have a way to generate tons of :water quanta, you could potentially have a deck composed entirely of Sapphire Towers, these babies, Congeal/Freeze, Flooding, and Ice Bolt/Ice Lances to damage your opponent. It'd render itself powerless to permanent destroyers (unless you do a  :water/ :earth duo), but still, with so much creature control, water would be able to lock down anything on the field within seconds.
