Pretty good form of soft PC or soft CC, I reckon though Unupped should be lowered to 4 hp, so then it can still be killed by shock wave.

I can't offer any more insight other than to compare it to Vanadium Warden. That should suffice, as for critiquing.

Compare a cost of 2 :earth to delay any non-airborne creature, to a cost of 5 to either delay a permanent, or simply halve a creature's attack.

Nepy it is not a cost of 5, OT even says that initial cost doesn't count with ability costs if they are not one time use.
that said, 2 :earth to constantly burrow creatures, may be a little powerful since it is constant, though again the cost does justify it.
