Would it work as a mono Time card?
Stats are not much different from Devonian Dragon.
Effect sees a card of the opponent and gives you an extra card.
See the opponent's cards: Precognition covers that in Time.
Get extra cards: Hourglass covers that in Time.
Conclusion this would work as a half Time Hybrid card.

Would this work as a Mono Aether card?
Stats are not much different from Phase Dragon and not all Aether creatures are immaterial.
Effect sees a card of the opponent and gives you an extra card.

I would suggest a little higher cost to summon since the skill is precog+mindgate at once, and thats double the benefit.

Lemme have a look at this one.

We've got 9 attack, an ability that costs more than 4, and costs another element, so that's -2.

9-2=7

Then we've got the fact that it can use half a precog (+1) and a mindgate (+2 for Duality ability). That's 10 right there. But now, you've got a creature that can be paid for in 2 separate elements. Is that +1, or +2? Either way, the cost should probably increase by 1, due to its versatility.

What does clairvoyance have anything to do with getting a card from opponents deck?  Clarvoyance is gaining information not taking it.  I would say to change the ability to know what the next card is which would fit the definition better and it could be used well with mindgates to know when dualty.

The precognition effect is meant to similar Clarvoyance, however I felt a Duality Dragon needs to be able to draw from both elements so I threw in the mindgate effect.
