PHASES:The competition will be split into three phases : A Design Phase, where cards are created and submitted in the Card Idea Submission Thread, a Elemental Voting phase, where votes are cast for individual Elements, and a Final Vote phase where all winners from the previous Vote are voted on.
Question : Does the upgraded mark have to include a "Gain 1 when played." effect?
