I would assume it has to be a new psuedoquanta. otherwise it would give an unfair advantage for those whom already have.
Or maybe there are people who haven't submitted their pseudoquanta idea but still thought of them ages ago. Then it would give an unfair advantage to those who haven't shared their work.

Unfortunately, it's impossible to prove that they have. But at the same time, they haven't been able to get feedback from the community on how to better it, which places them at square one with everyone else.

In any they are strictly banned from the competition as stated:

2a. The PseudoElement should not be one already made on the forums - your goal is to the concept be as original as possible with the card.
2b. To clarify - already-existing PseudoElement ideas like Mirror, Acid, Void, and similar ideas are banned from being submitted to the Competition. (A list of some already-existing ideas can be found here.) Be original and create a PseudoElement of your own!

But if you wish to make an argument about it, i would suggest taking it up with Zblader as he is the one running the comp. he has the final say, I'm just going by what I can possibly assume and what the rules state.

Yes - as long as it wasn't already used for a currently working idea, go ahead. You're allowed to collaborate on art, just credit the collaborators.

You may only use art that you can prove you have permission to use. This is a universal ethical law.
well yes, but there is a difference between getting explicit permission and using a publicly displayed image for non commercial works with attribution.  ill try to find something explicitly free though.
Card Design Comps are generally run with the same amount of respect to copyright as the system in the Card Ideas section. Please follow the respective art rules.

Do cards akin to Cremation (sacrifice a creature to play this card) count as "alternate-cost mechanics" and therefore a valid submission for this competition, even though it's a card in one of the 12 elements?

They should. (Although "sacrifice a creature" has already been done [by Zanz] and thus is disqualified because all entries need new mechanics.

Note: Alternate costs do not have to be done in exclusion to normal quanta costs.

Basic policy is that all competition submissions have to be new ones. This means cards, short stories, art, and yes, Pseudo Elements.

Since I'm not too familiar with using Pixlir, I'm not sure which tools are the best to use in making the mark.  More specifically, I'm not sure how to get rid of the grey color in the blank template that's given in your guide, (http://elementscommunity.org/forum/index.php/topic,30120.0.html) and then how to change it into a new one.

Could someone please guide me through that?  :-*

The "grey section" is actually transparency, which is why it's gray (blank forumspaces are gray).

With Pixlr, just create/move your picture under the transparent border and you should be good to go.
