The only thing that worries me is that now, ice bolt might be out-classed, since delay is definite with time bolt but not with ice bolt, and time bolt can delay for longer.

What about if it deals a set amount of damage rather than one scaled to amount of quanta?  Like it just deals 2, regardless of  :time .

Rewind does not have an effect scaled based on your :time quanta.
I also agree with having it deal 2 fixed damage in addition to the delay effect. I'd also suggest you extend the targeting to players (delay would affect player weapon) to give the card a PC usage.
