It could target nonstacked and nonstackable permanents.
So no pillars and no shards.

Delaying pillars would be too much.

i dont know... if it could only target pillars that werent stacked, it wouldnt be too much OP

No, it wouldn't be OP, but this would add an exception in the behavior of the card, making it unnecessarily complicated.
Try to think, as a player, that you used TimeBolt on a pillar in a previous game.
Then, in the next game, you try again, but this time the pillar is stacked, so the card doesn't work anymore.
It seems confusing...

I think that simpler is better.

Thanks for the suggestions. I don't think it should be able to target any permanents except weapons, as it would be complicated and there is currently nothing like this in the Game coding (correct me if I'm wrong). It would also make it a very odd card as it would be both creature and permanent control.

Maybe it's just me, but I still think it needs some sort of damage component (like ice bolt, which damages and can freeze).  I would keep it at something low though...maybe 1 dmg per 5 time quanta?
