You need 30/40 quanta to be equivalent to Freeze/Congeal. You need 60 quanta to be equivalent to Basilisk Blood (since Earth and Time have no CC dependent on HP, we can ignore the +20 HP boost when comparing Basilisk Blood to this card). Procrastination/Turtle Shield trumps this card so much, it's not even funny.

Needs X to be increased by more than once per 10 quanta to be useful. May I suggest an increase every 5 quanta like Fahrenheit to start and see how the community reacts?

Agreed with the above post.  Right now this is UP compared to other means of CC.  Another possible option is adding damage along with number of turns delayed, which makes it more similar to the other bolts (specifically ice bolt).  This idea fits very well with the time theme though

very UP as it is... maybe increase 1 turn delay for each 5 quanta and deal 1 damage for 5 each 5 quanta too?

Seems balanced with X increasing every 5 .

I just noticed that Firebolt says:

Deals 3 damage to the target for each 10 fire quantums in your possession.and Icebolt says:

Code: [Select]

Deals 2 damage to the target for each 10 Water quanta in your possession. Ice Bolt might freeze the target.but the wording is wrong, since they give a base damage of 3 and 2 even if you don't have 10 quanta.
And in Firebolt the plural of quantum is wrong! 

Anyway, a wording like this:

Code: [Select]

Delay target creature for each 5 Time quanta in your possession.would mean that 1 turn of delay is always granted (referring to the other 2 bolts).

Seems UP. Compare with BB and congeal. BB costs 1 quanta and has 6 turns of delay. Congeal costs 1 quanta and has 4 turns of delay. You need 20 or 30 quanta to match that.

It could be nice soft PC for mono-time. Just make it able to target opponent and delay his weapon

I really support weapon targeting, and even generic permanents.
Also: you need some better graphics for this card! It really helps in crucible!
