The unupgraded version is really pretty useless.
I suggest increasing creature casting cost to 2 :air and have the ability cost nothing.

Still need to update the images, but the changes have been made. Honestly, I was a little uncertain about where to place the costs, though I heavily considered the free unupgraded. Also, even if it's weak, it's still surprising how often 1 damage can make a difference.

Upgraded version is way op. Get 9 wind pillars and you can kill a dragon every turn. Take off the multiple times per turn thing and it'll be fine.

That's really not saying much, because with that many pillars, you can get a fed devourer, a ridiculous bolt, or even a weaker (but much, MUCH cheaper) Owl's Eye, and kill something much larger. You need a large amount of quantum to do a good deal of damage. Also, the multiple times per turn is the point of the upgrade, or else you couldn't justify the additional cost on it. I'm still toying with the numbers, in any case.

Well what about a deck with only Lightning Bugs, Wind Towers, and a few Wyrms? If you put enough Wind Towers in during your first turn you can creature control anything except Immaterials. (18 Wind Towers, 6 Lightning Bugs, and 6 Wyrms) If you keep it like this I'm voting this card down due to its sheerly overpowered ability.

Back to my theoretical deck, if you get 5 towers out first turn, seeing as you have 1/3 more towers than creatures, and draw another one, you can damage a creature for 4 every turn, and seeing as lightning bolt deals 5 damage but is a spell, this is a bit too strong. Maybe you could leave the damage at 1 and reduce cost to 2 :air.
