Interesting, so Freeze it and it goes to the enemy's side of the field? So it would leave you if you attacked it, haha. 

Apart from that, in terms of strategy, you would probably Relief to buff your creatures and then send it to your enemy? In that case can Relief send the attack of Fume Being | Steam Being into negative numbers?

I would also like some sort of art to be given to this card, and as for the name, it reminds me too much of Steam Machine. Might I suggest Water Spirit?

one thing i would say given that english is not ur native tongue.. ask someone first b4 you post. otherwise its a pain to try and decipher what u mean to say.

yes  this one can be negative attack by it own skill.  you can use it till it be negative then give it to your enemy.

and about the art, maybe i'm still use asmodius card art.  are that fit it?

Grossest picture by far I've ever seen.  The passive mechanic (not Relief) is good in and of itself, and personally, I think you should just focus on that rather than the buff effect.

i concur with kuro, if you cant find wording that doesnt use abbreviations and symbols to get your point across, you probably need to either redesign or cut something out.  in the case, the ability could be cut and the cost of the card could be reduced to around 5/4 ish

First of all it should be because the affect usually increases the attack of stuff. Secondly, I think it should be -0|-2, otherwise, you can keep on spamming with this buff effect and the creatures attack can be "OMG Huge".
