I think that 8 :water quanta is enough to freeze all opponent's creatures, so it is kind of UP for me.

It doesn't technically freeze your opponent's creatures. Its a spell that puts into play every creature you and your opponent has in their hand and they are frozen immediately as soon as they are put into play. While other creatures get unaffected.

It is expensive but it has lots of uses as it can combo with certain cards like Flooding and Fractal or even Nightmare. It allows you to put creatures into play at the expense of a 3 turn penalty.

You can also study your opponent's hand if he or she is holding back creatures, then you can use this to force them to play those cards and kill them with CC especially shockwave.

If you can combine this with stall tactics, the frozen status can easily be overcome and be used to your advantage.

On the downside, you'll have your opponents creatures come active too which makes this very situational to use. You can use this one sided, if your opponent doesn't have much in their hand when you play this.

The cost can easily be adjusted though

If you get that combo out and last 3 turns. It's a sure win. It's very expensive, but I'd love to see that in a real game myself.

So I'm assuming this card ignores all costs of playing a creature...this is going to be severely OP with fractal.  You play fractal on Arctic Dragon with this card in your hand, then play this card...delayed Armageddon for the opponent.

Well considering the cost of the Arctic Dragon + this. You need 20 water quanta plus 8 Aether.

And you need 3 cards to pull that off. If you're going to build a deck for this combo alone, your opponent might outrush you downright.  If you add other cards for stall, the combo will slow down even more.

That combined with the 3 turn delay makes it even worse. Your frozen dragons could be CC'd along the way as well.

Arctic Dragon + Siren's Allure + Fractal = 20 :water and 8 :aether to pull off the combo
Arctic Dragon + Fractal = 88 :water and 8 :aether to provide the exact same results.
You could easily accomplish the first within 4 turns, the second, not so much.
The 3 turn is of little consequence when your opponent's creatures all become frozen as well in addition to you getting a one turn dethaw advantage.  Just my two cents though, have at it as you wish.
