No, the fill your hand idea is great, just you need something to make it more difficult to use than to spam.
How about make it drain all fire quanta?
That will make it more difficult to use properly, but still have a very useful effect.

You would have to raise it a great deal; Cremation makes the cost of almost any Fire Element card practically nonexistent.

Personally I don't think the draining quanta thought is such a bad idea; a fractal-like spell is going to open up a whole lot of controversy regardless of the solution, however.

How about change the card to bomb, costing earth quanta to play (earth makes metal?)? Then lower its cost a bit (maybe 4 ), but make it drain all fire quanta when used (use fire to light the bomb, then it fills your hand with explosions).

I personally don't mind if this card has the "fill your hand". However, Pyromania seems to me like destruction, not just destroying permanents. Maybe it should have a different name.

Haha, I agree.  'Pyromania' sounds like it should auto-cremate every one of your creatures.

Basically, instead of taking a screenshot of your card, you should actually save it to like your desktop, upload it to an imagehosting site, and link it that way.
I don't see why you used HyCam just to take an image of the card.

If you can create an acount at picnik.com, then you click no edit-resize, that's how I upload my images 256x256.
