that would go well in a nightmare + GotP deck.

Random discarding had problems in the past.
Once Sanctuary is accepted as balanced then this would have a chance. However some will still oppose the negative play experience caused by the discarding.
I would suggest reducing the casting cost by 1 upgraded rather than the activation cost.

Yeah dropping the active effect reduces it to synergies with:
Nightmare
Devourer
Steal
Pulverizer
Earthquake
Discord
Butterfly Effect
and Deflagration

This sounds really similar to (and probably fills the same roles as) Precognition.
