I do not see a need for it to drain quanta when cast. I doubt the effect would ever be worth all the quanta in your largest pool. (why would you want a mark of your largest pool?)

Sad to see the absence of Apogee. Changing the mark is a strong concept, changing your own seems to be ok.
Changing the mark of the opponent affects splash decks, pendula, Supernova decks, etc. Eek.

i disagree. i see the concept of the quanta drain. you take all the quanta you posses to transform your very nature into the desired one. a quantum infusion if you will. on the other hand, i don't see why it should be 2 to activate this.
it suits water as for it's domain, but it could do like purify and have a 1  cost but still be blue as a card

The reference to the quanta drain was referring to the magnitude. Changing your mark should never cost more than 4quanta if ever that. (I personally would never pay more than 2quanta total.)

and yeah, i dont see the need to drain quanta of the highest pool.  changing your own mark, while nifty, isnt powerful enough to warrant a quanta depletion- imo.
