I don't see this as :entropy in nature.  Maybe I'm too stuck to the old M:tG idea of such cards being Blue.  :) 

That said, M:tG never had a cost more than 3 for this effect, and it was sometimes as low as 1.  There's a good reason for that -- it's not all that powerful.
