Should there be one? If so why? These are questions every card designer needs to answer. Only in the context of these answers can the community decide if the case for the card is strong enough.

I think you divided by zero for your Phoenix logic.  Phoenix summons Ash, not itself.
Graveyard isn't a creature, so it can only summon "other creatures" as you put it.

Only DejaVu summon itself. Phoenix summons ashes, as MildlyFrightenedBoy just said.
