The only concern I have is that it's usefulness is dependent on your opponent.  If they don't have any PAs, quints, immortal creatures/permanents, then this card is useless and wastes a draw.
Not necessarily - it has synergy with Turquoise Nymph/Anubis.
True, but will you really immortalize your opponent's creatures for this?  Maybe if it froze for a couple of turns.  But as it is, I'd rather be able to target those creatures with other stuff (e.g. arctic squid, would have basically the same effect).

Yes, i will implement the previously said idea about targeting the entire field, and then just the opponent when upped. I also like the idea of adding an extra turn to anything that is frozen, but my question for that would be, would Transdimensional Chill's original effect me affects by it? Such as, you play Chill, then you play a second Chill. Everything it affects is now frozen for two turns, or would it be three due to the second half of the ability? it would be prety confusing, but I think a second ability is needed to keep this card less situational and more broad.

I see nothing bad in making Chill adding a turn, even if the frozen creatures were frozen by a previous Chill.
I think this adds value to the card, but i understand that the mechanic needs to be clearly expressed.

The problem here is that freeze doesn't stack (normally). If you freeze an already frozen creature, it only reset its frozen turns counter.

Hmm, that's a good point. i forgot freeze doesn't stack. Then this makes the previous idea valuable since it would mean that using multiple Chill's at once would cause the freeze to stack, due to the secondary effect.

Would a creature frozen by this, when used another chill, be frozen for 3 turns? (1 for first chil, 1 for second chill and +1 for the already frozen bit).

No, it wouldn't Freeze doesn't normally stack. Using two Chills would be the same thing as using Freeze on a creature twice. It doesn't gain any extra turns Frozen. However, with the secondary skill, it would become 2 turns frozen for everything.

it's like this:

Opponent has one immaterial creature.
I use Chill.
Opponent's creature is frozen.
Same turn, i use another Chill.
Opponent's creature Is only frozen for one extra turn.

The initial effect of Chill doesn't stack, but the secondary "+1 turn frozen to any already frozen card" does stack. I'll get the new cards up soon.
