I love the idea. I still have some questions:
- why gravity?
- does it affects both sides? a priori it looks like it does ...
- could it be like pandemonium? both sides affected NUP and the opponent's side UP ...

I have an old idea called Weaken (http://elementscommunity.org/forum/index.php?action=profile;area=pictures;u=3968;view=52) that is almost like this.  I do like your idea a tad more though, since it's universal instead of being a single target.

I see gravity a the controller of magnetic fields. this artifact generates a dampening field that effects activation cost.
Yes ATM it does affect both sides.
It is possible for me to as you suggest and change upped to affect only opponent.
