Reading the name, i was somehow expecting a creature that can attack only when frozen!

what happens when you adre/epi it? freezes max. 2 perms? or all hits would give a certain chance to freeze a perm?

All hits would give a chance. I'd place the percentage of it being able to freeze somewhere between Skull shield's effect and Permafrost's effect. So it's not too powerful an ability.

Yuki Onna only affects shields.

Wouldn't you expect it only to be able to freeze on the first and last turns? But yeah, it isn't too OP with every turn.
