I would like to direct your eyes to the long discussion between Boret and I on his similar card idea (
http://elementscommunity.org/forum/index.php/topic,17373.0.html). We developed a means to balance that idea that is applicable to this idea. The discussion takes place on pages 1 and 2.
The idea was that the Summation of the Ratio (Bank Net quanta/Time Factory Quant) should equal 1 over the span of an average game.
The table below uses the current unupped version of Bank but modified with only 1 investment per turn to show how it compares with this test. If the average span of a game with this card is 7 then it is balanced. I do not believe this is the case.
