I like the concept of this card and the real life science connection since whatever you see in water is diffracted and viewed in a different way. Light that goes in water is diffracted. I see use for this card in a rainbow if it costed less. Speaking of rainbows, you have to make a connection between them and this card. It would be insane not to.

The point was to make use of as many of Water's abilities without making it too strong in Rainbow.

I think this idea (at least for your original purposes) would become obsolete with the introduction of Mark of Chroma (water pendulumns would get roughly the same effect). Unless you combo it with SoPa, of course.

It could be however a chroma generator and still have a good niche.
