Expensive due to the potential awesomeness of the activated ability. Since many upgraded cards are better when played, the upgraded version is even better, and thus even more expensive.

Being that most permanents are simply -1 cost for the upgrade, I don't see the ability as strong as you do.
This thing seemed dead inside. It seemed like an automaton, trying to act like as if it was alive. The effect was unsettling.
Orianna made a sound that supposed to a girl's squeal of glee and hugged The Ball. While it might have been touching, it was unfortunately only horrifying.

A large portion are simply cheaper, sure. But there are a number of cards that are significantly better in their upgraded form.

You wouldn't use this to upgrade cards that are cheaper to play. You'd use it to upgrade things that are significantly better. Like the various weapons, for example.

The card that gains the most stat with the upgrade is Archangel, +6|+1. Seriously, you're going to spend 7 :aether + 5 :time per card to do those boosts?

What if...

1 :aether : 1|1. 1 :time : Upgrade target card in your hand.
1 :aether : 1|3. 1 :time : Upgrade target card in your hand.

As a reusable ability its a bit more useful though. Still, its a bit expensive both in casting cost and ability cost considering it is an extremely frail creature. It could be useful in one or two occasions (pandamonium, and dissipation shield for instance), but the high cost will outweigh the benefit of many of the upgraded cards which typically are useful primarily due to their improved cost effectiveness.
Its a fun concept, and I think it fits the theme nicely ( :light ability would probably work too ) but it is UP at the moment I think.
Whether the glass is half full or half empty is a moot point. It is always filled to the brim. It is only a matter of by what. The real question is: What fills you?
