I've had a bit of a re-think of this.  dragonsdemesne's misinterpretation of this as something which negates all spells is more interesting than my actual idea was.  I also think that people are right about it being way too powerful as is.

Here's my thoughts - I'm going to make it a Permanent, rather than a Shield, getting rid of the damage reduction in the process.  Reduce the cost to 2 | 1, and give it a time limit of 1 round.

How does that sound to people?

you can destroy this with pulvy or butterfly effect right?  The notes section is a bit misleading.

This is probably better than the original.  I think you may get away with making it two turns.  After all, your spells are also useless.

Underpowered.
Compare with silence, then consider that silence is rarely played.

The only pro is that it isn't affected by sanctuary.

Yeah, maybe 2 turns is more appropriate, since it blocks only spells and not creatures and permanent, and it affects both sides.
The cost could be 1|0, like sundial, or 2|1, i'm not sure.
