This + fractal/eternity + cheap cards or other elements = a trio/quartet/rainbow using only one (in case of eternity)/two (in case of fractal) quanta tipes.

I like it. Though this would make some decks way too good imo. I think you should restrict it to only creatures, permanents, or spells.
Maybe restrict isn't the right word, but I feel it gets the point across.

I don't see much synergy with fractal, but if you want you can pay 9 and 2 to summon max. 8 Spectres with 2/1
Eternity ? You must pay 2  for spectre and 3 for rewind and wait 1 turn to summon cheap card card

This card is made for beggining of the game to get as much cards on the field as possible.

I like the concept but i feel it's overpowered.
This card alone will let you play, without off-element pillars or mark (i'll list only 3/4 quanta cards, as they are the most powerful):

So i think that you should rise costs to 4 |3 OR lower the cost of the card that you can play to 2 (maybe 3, but i need to make another list to be sure!).

EDIT: I'd like to point out that you can play Mummys for free and then Reverse Time on them without using  , and also you can play Graboids for free without  and then evolve them.
Other cards that i feel "bad" are Steal, Pulverizer, Hourglasses, and Black Holes.

Well I'm thinking about making 4 cost discount only for  cards and 2 cost discount for other elements

In the both cases, if combined with hourglasses you can play a lot of cheap cards rapidly
