I like it, the ability cost seems fine. But doesn't the fact that it goes anywhere in your deck make it not very good? I say put it as the next card like mindgate or something.

i see this as  being the ultimate form of stall.  this card plus sundial would be hard to break

what a critical hit...    feel like i'm seen 9999! above my head...

don't even think about that sun dial card...    it's more and more suitable than anycard that i'm ever though to combo with forge....   and the worse case is even i'm think it's a bit too OP for this kind of deck  and don't have any other way to fix this.

the only way i have now is 'ad a passive unforgeable to sundial (and other problem permanent like shard)'  to simple but it's a bit...   awful for me.

If you're that concerned about it, make Forge unable to be made immaterial, so it'd be subject to PC no matter what.  You can also fix it so that it can not target itself.  I have two cards filtering through that do the same thing; check the notes on the Phylactery in Lich | Greater Lich (http://elementscommunity.org/forum/index.php/topic,27514.0.html).  So then it would read:

: Forge.  Place a copy of target permanent you own on the top of your deck. May not target Forge.  Solid.

It all fits on the card even, as an added bonus.  Had to change 'control' to 'own' to make it fit though.

thank you about your suggest smurrf.  the thing you tell me can help me drop this card power.  but it still can't help me about sundial case.   

btw.  i'm still need more and more feedback about this card.

Perhaps make it so that you can only target different permanents once. So for example your Dim. shield has 1 turn left and you want another, so after using Forge, you can't use that forge to target Dim. shields.

This would solve your sundial problem, but I'm wondering if it would be UP now.

That doesn't really solve the Sundial problem. Perhaps the Forge only has enough 'tools' to make 3 permanents. In other words, it can only be used 3 times.
