I'm not a big fan of the name because I don't see the connection between what this card does and the words "Dimensional" and "Phase", which usually mean "can not be targeted". I also think that or would fit the theme better because they are more about quanta manipulation or stealing.

But the actual mechanics are pretty cool.

-i see it better for a creature. Or it could be a creature if it give some quanta to you.

I imagined it as sucking the quanta into another dimension. Plus it stops the fractal problem it could have if it was another element.

I don't see this as OP'ed with Fractal, since the mechanic only requires one to work at full power, and there are better targets cost/damage wise.

I prefer it as a  creature.  How about a putting up a poll?
