I like the heal part but I don't think stopping your opponent from attacking is very  :light

I think of it like this. The "Sun"dial needs Light to power it, but essentially, it's still  :time that's stalling your opponent.

The sun gets in everybody's eyes and nobody can do a thing. Does that satisfy?

Alternately, you could play "Shades of Awesomesauce" on a creature to avoid this effect.
