I don't like the Neurotoxin ability on it (although every ability seems a bit cruel for a card, which is a rushing, generator card). And as I know, the game is against the deck burning abilities. I don't think it's really balanced, but it's can be as chaotical as the  , so it's will be fun. It can be very useless defense too (Plague against a mono-aether Wisedragon deck). Mass delay on it for the opp. creatures?

just because the game doesnt have milling effects yet (though i think shard of bravery counts) doesnt mean its against them.
yeah im all for other possible curses so as to make neurotoxin less likely, but its too perfect of a curse to be left out of the list.
also, think of the effect more as soft anti-cc, since it is impossible to trigger it yourself to curse the opponent.
