Hmmm. Nova seems pretty good for this, due to your mark producing the 13th quanta, but why not just use unstable gas? I understand this is reusable, but it takes 8 uses where UG takes 5, and this is harder to use...

I thought that there's a very low amount of "Other" card. And this is much faster than UG, because with 4 quantum pillar, you can start a first turn shot. So it should be weaker with a bit.

So the idea here is to make a deck with only this card, nova, and quantum towers (always played in units of 4), and never play anything else so that your quanta is always divisible by 13?  Then kill your opponent entirely through inaction?

The card sounds very specific to me. Is there any way this card could be used effectively without a deck centered completely around it?

It almost seems like it would be an inconvenience in a regular deck.  - Play card.  Crap, that brought my quanta total to a number divisible by 13.  Now I can't play anything else.  Why did I put that stupid permanent in my deck?

0 is divisible by 13. And any number can be divided by 13, it just doesn't always result in a integer.

I think the inherent assumption of no remainder and zero not counting is pretty clear without adding another 20 words to the card text.  But the guy could probably reword the upped version to read "When the sum of your quanta pool is a multiple of 13..."

(I really think we're getting a little to intellectual if we have to say "a multiple of 13 other than zero")

Looks like fun, going into the group with UG and Catapult. It would be fun to make a deck that included this and those two

... Actually having 0 quanta would be very hard due to your mark generating 1 quanta

You can use a relic to drain your quanta.

Edit: No, no, relic would drain your quanta for a turn, then your mark would produce 1 quanta and this would fail. Of course that is assuming this only works at the end of each turn.
