Add some other elements. How do you build a snorkel out of water particles? Maybe make that life, like "amphibian morph"
Just make High Tide a gravity card, and instead of flooding your whole field only do 1 extra space, so it's not dangerously specific like Flooding atm.
Fix your grammar/spelling, run it through a grammar check application, "cumulative" and "all of your field" and "every stack of pillars you control"

I like enchanted sea, It would be nice if Its a permanent  that raises the attack or defense of water creatures because it is their habitat just like nightfall

As far as creative/needed/balance goes high tide seems to blow the other suggestions out of the water. Excellent concept but I can see it only usable in very situational settings.

i think enchanted see|enchanted ocean is too situational (only nymph queen|nymph queen and arctic squid|arctic octopus has  skill cost)
maybe go with yumeku's idea?? )

atlantis = enchant artifact-ish in effect? pillars + pends, right? sweet...

underwater colossal dragon = infinite amount of win

purifying tear is scary :O
