This original failed due to it being severly UP, which this isn't.  I like it.  Now, where's that Reflective Shield I left in my bedroom...

Probably. I tried to balance it with UG and this would be much more powerful than it if it did not reflect.

Still, since this thing deals the damage to the opponent when destroyed, that means there's only 3 counters currently existing, right? Jade Shield, Mirror Shield, and Steal.

Any deck that can heal off or outspeed the damage delay would indirectly counter this. It's also much harder to set up a OHKO with these.

Almost every deck has permanent control and healing. Destroy one tempest and heal off the damage.

But that's just it. PC itself is what makes this so powerful. Sure they could heal it off, but you've still dealt 25 damage.

This doesn't work because they would all go off at different times, unless you wait until you have 4 in your hand, and by the time they go off you're probably already dead.

Stall decks. They focus on getting quanta to begin with. This would just make them stronger.
