That said... will this just be the upped art? Or will this COMPLETELY overtake the old art? (If the latter, then that means that Otyugh would have had at least 3 different art pieces/2 reworks. O_o)

I don't know if it's offtopic, but it would be nice to preserve old versions of the card, while discontinuing them from the bazaar.
So, when new art is released, people who got cards with old art keep them as they are, but cards with new art are available in the bazaar.
In this way, even old art can become "rare" and new people can get them in the arena, while old people can smile with pride because they got old cards!
