How should this card be buffed?

Lower attack, give it some HP, change cost as needed.
Buff HP only and raise cost a lot.

Anywho, this card has great potential, just no one willing to put forth the work to make a decent deck with this in it.

Don´t say that. There are a few who already built a decent deck with this card already. (Well, it´s more of a really usefull support card, and nothing you would completely built a deck on.)

Last time, I had two of this guys with blessing out, one of them was basilisked. The opponent used earthquake on my pendulums, and I got only ONE pendulum back. (Is that a bug or intended like that?)

Pretty sure it is intended. The card salvages A permanent, so it would not give back all that you lost in 1 turn.

It is a passive ability though (like the quanta stealing of devourers &  the poisonous effect when eating scorpions). It can't be removed by lobomitize and is hence not considered a skill.

BB doesn't affect a Salvager's capacity to salvage. You can only salvage one permanent per turn no matter how many Salvagers of either element you have on your field. But anyway, I love using a Phase Salvager in Rainbow Patience decks. Even as a duo with water and Aether you could make a Ball Lightning/Fractal/Patience deck with these nifty creatures included in the mix to protect Shards/Shields. ;D

Regarding Phase Salvager's lack of health, I'm pretty sure that's just because they're not meant to be played mono. It isn't super hard to buff them up or anything, though. They seem pretty viable for momentum. I wouldn't say this card is imbalanced or under-powered.

Or start with 2 and the price would rise by 1 quanta after each played card (regardless if card is still in play or destroyed).

Some Health and more cost for this card. Maybe just take a phase spider instead of the Salvager. Or use the graviton salvager...

I think this card is just perfect as it is.
