From the sound of it people are going to lower priced ranks just to help their team, it makes sense but I think for a future war once you enter in the merc, or Loyal you can not go down. Though I see nothing wrong with someone moving up. ( in most cases. )
I mean whats the point of having the high ones if they just move down? Maybe I am missing something but I think that should be changed.

The point is that you can first become a Loyalist or a Mercenary to have some control over which team you choose. You can then move down if you don't get any votes. By moving down, you decrease your minimum bid and increase the number of elements that can bid on you. This will increase your chances of getting a bid.

The "moving down" rule was to prevent a situation where a veteran would become a Loyalist and for some reason get zero bids, therefore not being able to join War at all. You could argue that it is a risk that the player takes, but it would suck big time if known fans of certain elements were left out simply because of their poor choice of auction starting place.
