PvP-1 is still very much possible, although it likely depends on when you are on.
Generally, as the earth spins from late afternoon in Europe, till late afternoon on the West coast of North America, is the most likely time to find an opponent.
PvP-2, on the other hand, can seem to be like ghost lands, no matter what time it is.
