I think it's UP, plague cost only 4  (upped 2 ) and damage creatures every turn. I know that plague only once target but Whirpool is UP

Well think about this -- 6 whirlpools does 6 damage to all every 3 turns, this with PA = Pwn
Then this with Raging Fire does -6|-6 every 3 turns no matter what. Then if there upgraded its -6|-6 for the entire enemy field. Meaning that unless its 7|7 or higher, they cant play creatures. Also, This and its sister card Burning Flames goes through immortality.

Immortal creatures aren't supposed to be affected by things, hence the immortal.
I think this card should just say "every creature on the field takes one damage for every 3 turns this card is in play"
