bolts with an effect deal 2 damage not three, and the % for freeze and such is 30- 15% per damage, *put that in note*

Theres a reason time doesn't have bolt cards. With 6 hourglasses a player can fly through a deck, generating massive amounts of quanta in little time. With times already powerful stalling power, surviving shouldn't be too much of an issue.
It's not that this cards unbalanced by itself, just that in a combo with other cards it becomes way too powerful.

- As said above this effect already appears in :Fire, why would you play fire when you can do this better in Time? or is this going to be limited to Creatures only?

What does this mean if the player is targeted? As in, if the player is stuck in a 'time bubble'? Do they get their turn skipped, draw no cards, etc.?

well no if u cast ice lance on player he also dosnt freeze lol but this card is really op first fire bolt gots no special effect becouse its stronger then the other spells so this one would have a effect and good dmg
if u make it 2 dmg its ok but still unfair couse in a time deck those spells arent good
but how about letting a creatuer being stuckt in time bubble for 1 round for each 10 time quanta i think this would been good
