Other than the fact that this is Other, I love this card.   Cleansing Rain should definitely belong to Water, though.

Maybe I could change the name or something I don't know
I was looking for a card that could be splashed in any deck pretty much but rewards the person for using all quantums or only 1, and it can be used to screw over your enemy possibly
