Here's what I could think of:

Mindgate & Steal
Mutation & SoSe (and Fallen Elf, Rainbow in general)
Anti-nightmare, anti-devourer.

Since you can't pick your opponent you never know for sure.

If nothing else it has an interesting premise for CC although I feel that the quanta thing is superfluous, it may have a couple of extra uses.

I like the basic card, even though this 'battle' thing has been there before - but you need to drastically change stats & cost.

Hrm. First off, higher cost, since that 'battle' trick won't work well with a smaller creature.
Secondly...I'd think that the ability's cost is fine, actually, considering that using it on a creature with decent stats will leave it too damaged to do it again without some sort of assistance.
As for the 'bounty' trick...That's the sticky widget.
First off, the theme isn't really what  :water does. I mean, there's dessication now, but that's more a 'removal of water from creatures'...Directly absorbing the quanta from an enemy, a la 'plundering' them, is thematic to Pirates, I suppose, but as far as the elements go, it's more of a  :darkness trick? That's the best analogue I can think of...But if one thinks of it as some sort of 'recycling' effect, where you're reducing the opponent to the quanta it was formed or summoned from, that almost makes me think of how galaxies form, theorectically, which points a bit to  :gravity...Hrm. I'm not sure about the thematic, really.

The REAL problem, is that it's not particularly useful, unless you happen to overlap elements with your opponent...And even then, since this card's going to be a real brusier of a creature, it's probably not going to come out in the early game, when quanta generation will be vital. It could work as a mid/late-game support for a bolter I guess?
Seems to me that you might want to take the 'booty plundering' idea and make it a card in it's own right. As a creature I dunno how effective it can be unless it's made to tie into your strategy...

Well. The really innovative part of this card is the 'bounty' thing, so I'd focus on this.

Rough idea: Make the ability always deal 1 damage to opponents creature. (You could also simply give it 1 attack and say damage to opponent = attack, but then you would have to make it UP if not buffed so it wouldn't be OP if buffed, making it a boring copy of Warden.)

Then buff the 'bounty' part. Maybe simply gain the casting cost of killed creature in water quantum?

So, for example (there are tons of alternatives):

Privateer
:water
2/7
Battle: Deals 1 damage to opponent creature. Suffers damage equal to that creatures attack. Gain water quantum equal to any creatures cost killed that way.

This still has some flaws. Have fun creating a better version! :)

I think I'm most in favor of reducing the stats and making it an early-game card. I like the idea of quicker Mindgate, and even just in rainbow, there are a lot of ways to make use of the weak "battle" mechanic.

Do you all think 4|3 :water for 3|3 with the same ability would be too strong?

Keep in mind possible synergies:

Water: SoPa, Freeze
Dark: Cloak, Steal
Aether: Quint, Mindgate
General Rainbow: Warden, Oty, Blessing, Chaos Power, probably lots more...

Alright, now on-topic: 4|3 would be too weak. This card needs HP.

It does need HP, but it doesnt have to have such a high attack. Dealing 4 damage to a creature each turn is powerful. Maby lower it to 3, then wouldn't be such an issue. That being said this with SoP would be extremely powerful.
