NOTES:
Applies "reflex" status.
Reflex: If this card is targeted, attempt to activate the top card in the applier's hand. If there is no target (e.g. creatures, permanents), play it without targeting. If there is a target, attempt to target this card. If the applier cannot play the card (e.g. insufficient quanta, incorrect targeting, the applier is affected by sanctuary) then this status is removed with no additional effect. The card triggering "reflex" will still resolve regardless, and in the case that this card is destroyed due to "reflex", the trigger card will be burned.

Not many uses, unfortunately.
Ones I can think of:
Save quints until you need it, make your opponent waste CC.
Save protects until you need it, make your opponent waste PC.
Flawlessly chain phase shields, etc. (weapons still have to abide to summoning sickness).

It'd be extremely interesting if the "sacrifice-able" condition was based on whose turn it is and not who is controlling the card activated (out of turn).

Good point, though it might be good to point out that I don't exactly see this singlehandedly revitalizing immo-based deck types. Would you put this over, say, another creature in an immorush?

By default, I would say yes, and I see no reason to change it so they don't.
