The image should convey the concept pretty well. The battle owner shifts the battle field to a valley covered in mist so thick that the only way to see an opponent's creatures is if an allied one is standing right next to it (see spoiler for visual example of what "in or adjacent to the opposing slot" means).

Some special notes:
This spell functions like cloak with a few major exceptions:
1) there is not turn limit / limited lifespan to it
2) only creatures are affected
3) both fields get cloaked, not just the owner's
4) If an invisibility dispelling spell is cast (plague, pandemonium, etc) all creatures will be revealed until the next turn, but will then go invisible again. This will also reduce the integrity of this scenery by 1. I.e. the fog will start to recede. (I'm not tied to this portion so its open for discussion, but it seemed a good idea since it ties in with the cloak spell just like fog shield and dusk mantle are linked)
5) Players can control where their own creatures get played to, so they can choose what portion of the field they want to reveal. The way this works is that whenever a creature is played or a spell or skill is used that creates a new creature, the owner of the spell has the option to target which slot it gets played to. In the case of a spell that already uses targeting (like parallel dimension) or if the player hits cancel, the default slot priorities take over.
6) In addition to changing the owner's field backdrop, a mistlike overlay could be used to indicate hidden regions.

If a player uses cloak while this card is in play, the cloak's invisibility rules override this cards while cloak remains in play. (e.g. his creatures stay invisible to the opponent even if the opponent plays a creature in an appropriate slot)

Yes, among others. E.g. You could put down autoburrowed or immaterial creatures directly on the flood to take advantage of their immunity and leave the unflooded slots available for other non-immune creatures.

I am hoping to promote more field effect usage in general with this (and the narrow bridges card as well). The barrier to that at the moment, of course, is that right now there are few field effect cards and control of what slot a creature gets placed in is difficult.

Is it necessary to include the Scenery and Integrity elements?

Couldn't the card effect be implemented separate from those aspects?

Yes, it could have the scenery and integrity part removed. The scenery part is mainly because I was thinking that the effect would be shown visually by changing the backdrop and adding a mistlike overlay over cloaked regions. This fits well under the scenery mechanic / card type idea... I also made this card as scenery because I am trying to get a "scenery" series going though and this fits in very well to help develop the theme. I.e. global effects that can be used by both players with an environment based theme.
