Just one question.
Why would you attack target creature before RTing it to the deck?

This is a Killing Fear, so weak creatures just die from this spell. Stronger creatures flee back to the deck.

Unupped, it's overshadowed by both Lightning (for killing) and Reverse Time (for pseudo instant kill)
Upped, it overshadows Fire Storm (pseudo instant kill any creatures while massive draw denial. By chance to get critical cards.)

Well, upped card probably should overshadow unupped cards. Unupped cards are overshadowed because I just don't want full symmetry.

How would you change the cards?

You can give a 100% chance to flee for the same 2 quanta with 'Reverse Time'. 30% is way underpowered.

Sending a card back to its deck is pretty much time's gig thematically. The card concept is intersting and you could certainly make a case for the fleeing mechanic fitting in under darkness, but I think you are going to meet some resistance since it is stepping on time's toes quite a bit.
Whether the glass is half full or half empty is a moot point. It is always filled to the brim. It is only a matter of by what. The real question is: What fills you?

Yes, my biggest qualm with this idea is that this treading into :time 's territory far too much.

The upgraded form of this is a reverse time on the entire enemy field.
...That's the most OP card idea I've ever encountered. xD

My opinion: Stick with the theme, but make a completely different card.

Maybe a creature affected with Fear can be too scared to attack and susceptible to death. Compare to freeze+shockwave. A frozen creature is delayed for 3 turns, and if shockwave is used on a frozen creature, it is instant killed. Maybe Killing Fear/Horror delays a target creature for 1 turn, during which they are too afraid to attack. Any CC used on an afraid creature kills it instantly. Alternatively, maybe only a drain life played on an afraid creature can instant kill it.

I feel like this provides that CC that you're looking for while avoiding stepping into  :time territory. It does make for, well, the same effect as freeze+shockwave though...But it is just an idea, after all. I'm sure it could be balanced or tweaked to make it useful in it's own right without over shadowing the aforementioned combo.
