NOTES:
If a deck card is selected, then the deck owner draws a card. No health penalty. If the opponent has 8 cards in the hand, then the last card is overwritten with the drawn card.

If a hand card is selected, then the card is played, draining up to the card's cost from the card owner's quanta. Health penalty is equal to the card's cost. Targeting is random, and if there are no suitable targets, then the card is simply wasted.

Sanctuary blocks Searing Burst's effect.

The wording is a bit confusing to me to understand.  I'd remove the 'force' bit, since you can't really do anything but force the player to draw and play...

Maybe:

Target player draws and plays a card from their hand.  The cost is paid with your health.

Also, from what I see, there may be an issue with double targeting, one per player, and another for specified card.

Intersting. I could see it being used to force players to use cards when it would be safer to hold them... similar to Dark Allure in crucible a bit ago... More painful for the caster though. I almost want to say it could be made cheaper, but it could be fine as is too.
