NOTES:
Another application to the new significance of marks, mark denial.  Rather than giving it to an element which already has a denial aspect to it, I figured it was a chance to give it to one which did not already.  Air seemed to be fitting, with strong winds blowing the effects away.

You spend 3  :air to deny 2 quanta of opponent unupped and 3 upped? Seems UP.

Consider Black hole. Sucks 3 quanta of opoment's mark and more PLUS heals you for 3 :gravity.

I con only see this functioning sort of well in FG's and arena decks with extra mark power, possibly in PvP events where opoment has multiple mark cards of their mark element. This would actually be good aginst ghostmare as they mostly power nightmare by mark, 3 turns of nightmare denial.

Making this air seems to be pushing it too imo. Wind can blow things away, but that seems more appropriate for permanent removal or removing things in general than disabling them for three turns.

1) look up the upcoming changes, marks will become much more powerful after completing "trials"
2) the wind theme disturbing normal functions of something i dont see as being a stretch, strong winds can certainly hamper productivity.  hurricanes are categorized by their wind, not their rainfall, keep in mind.

I like the idea of Mark Control. Good idea moomoose.

@Zhangvict: Early game, it can be devastating. It can easily stop SN based decks, many arena decks that rely heavily on the mark (especially 2x or 3x marks), combined with EQ can make an even greater potential lockdown, along with many other PC cards. I do not see it as UP at all, it has many uses.
It is the greatest mystery of all...

Nice idea Moo!
I think the cost could be lowered to 2, so if the mark is a traditional one you use 2 quanta for denying 2 (but you lose a card).
Anyway, it's probably best to decice this when the mark powerup is operative.

Question: since Zanz said the mark activate when a chosen card is played, what if the opponent choose Gust|Gale?

While it's a good idea and I like  :air getting some sort of control/denial love, I think marks were designed with the intent that nothing could stop that quanta from generating, as sort of a small control against denial like EQ and BH.  Could be too powerful with EQ/BH in a denialbow especially.

seems a decent concept. But I'm still working out what would be the best way to use it. probably a bit UP I think

I'm agreeing with some of the previous posts; even if the new Mark update is applied, it seems a bit underpowered with the current card cost. I'm thinking 2 :air or maybe even 1 :air would work as a soft denial.

And one question: will it only halt the production from the Mark itself, or could it also affect pendulums as well? Powerful gales messing up stuff like windmills and weather vanes might fit thematically...

even without the expected update to mark power, FGs and arena decks would be the prime use of this card to deny, which would result in more quanta denied than quanta used in putting this card into play.  but the alteration of cost is trivial with this card, and could be adjusted easily after taking into account any future modifications to the function of the mark in game.

FGs/Arena are inconsequential in card design.

yeah im going to go ahead and disagree with that completely.  they have to be taken into account, because they are part of the game.  this card functions in pvp and ai3, especially against decks with pendulums, and if the mark is adjusted via trials in the future, but has its largest guaranteed impact against quality arena decks as well as higher levels of ai.
