Only considers the amount of creatures to the left and right of airborne creatures.      If 0 creatures are to either side of an airborne creature the bonus is +2.      If 1 creature is to either side of an airborne creature the bonus is +1.      If 2 creatures are to either side of an airborne creature the bonus is +0. Stackable.      If there is 1 SoF on the field, the bonus possiblities are +2, +1 or +0.      If there are 2 SoFs on the field, the bonus possibilities are +4, +2 or +0.      If there are 3 SoFs on the field, the bonus possibilities are +6, +3 or +0. Maybe decrease the cost upped to 3  ?

Shards are supposed to "fit in all deck, give small bonus if used in-element". With so many creatures unbuffed, we can't say it can be used anywhere.
I suggest change the effect to:
"All creatures gain up to +2 | +0. The more creatures around them, the less the bonus will be.    creatures are unaffected by the bonus reduction."
Thematically, air creatures are airborne, so a Wyrm placed beside Graboid shouldn't be affected by the Graboid, because it was flying.

Oh boy, i do remember (voted for it every single time). Unfortunately, with SoP (which imo doesn't fit water as much as this shard air) in existence, this one might be considered a bit... redundant

This card will certainly be a bit limited, but it is worth pointing that every element has a dragon, which flys. In fact there are a surprising number of flyers.
Counting in flying weapons from each element, there are 43 flying creatures (more if you count animated sword, dagger, etc). Counting nymphs, there are about 48 non-flyers. That seems fairly even to me. Granted, flying weapon requires air to use unupped... but upgraded it uses random.
 As far as i can tell only earth and water are missing a second flyer... maybe gravity too (does chimera fly? I dont use it enough to know for sure. If not it should, the mythical beast did). I actually really like the original card idea here since it makes the web ability much more useful. This shard would be a lot of fun if one of the field shifting cards is put in too. This shard definitely gives a nice bump to air if combined with sky-blitz.
Also, having the effect stack If so this might become a little OP (+12 to each flyer... +24 w/ blitz... +48 w/ blitz +dive ... major owch)

Chimera isn't airborne.
