NOTES:
This card can be reflected by certain spell-reflecting shields. But I think these shields should NOT protect you from getting damage if opponent draws a permanent card because this ruins the fun of gamble

Potential:

1.Use with reverse time / eternity = Direct 12/15 damage

2.Use with mind gate = this is not a gamble any more. You already what the next card is.

3.Put up a number of dice = Massive Gamble !

4.Your opponent is using eternity to prevent deck-out? No way! Let me use the dice !

NOTES:
Concept behind :
The dice generate chaos power.
It disturbs the energy of a spell so the spell deals damage to its owner (But the spell will NOT be discarded)
It causes any creature to fall victim to mental disorder, rendering them useless.
But if the chaos power hits a permanent, the energy is reflected back to its owner.

Of cause this card can be reflected by certain spell-reflecting shields. But I think these shields should NOT protect you from getting damage if opponent draws a permanent card because this ruins the fun of gamble

Potential:

1.Use with reverse time / eternity = forced discard, may even trigger the discard effect of Ghost of the Past !!

2.Use with mind gate = this is not a gamble any more. You already what the next card is.

3.Put up a number of dice = Massive Gamble !

4.Your opponent is using eternity to prevent deck-out? No way! Let me use the dice !

I assume that if your opponent draws spell or permanent, they would still be usable.
Really fun, as you can't figure out what will happen next. And this could potentially deck your opponent out. (though you will probably kill yourself or your opponent first. 15 damage isn't little.)
How does it interact with pillars? It IS a permanent, but if you got damage from pillars it's a bit UP.
Then again, there are many pillarless decks and speedbows, so...
"Neque porro quisquam est, qui dolorem ipsum, quia dolor sit amet, consectetur, adipisci velit."
"There is no one who loves pain itself, who seeks after it and wants to have it, simply because it is pain."

It always hurts my head when I think about which type of card will deal damage and which won't. It's all about difficult balancing.

So I stick to another plan, just make it thematic ( A solid permanent reflects the energy )

maybe someone can help me make some calculations to see how to balance this card ?

I will probably raise the damage dealt to opponent by spell cards to 20 at the end

How about 3/2  :entropy with lower damage (like 10)?
That way it'd be a fun gimmicky card in bows, while 6x this +midgate doesn't insta-kill.
Btw, permanents appears much more than spells in mono/duo decks (i.e. pillars/pends), and this is a great nerf VS novas/Immolation based decks. Although discard creature might be too much of a penalty, though.
Give this card a way to self-destruct and I'll feel like being in a casino while messing around with this  :P
PVE shouldn't be all about copying a deck code and converting time into electrum, score, and potentially rares.
If the only way to derive fun from a game is its PVP content, then non-hardcore players a.k.a. the mass are alienated from the hardcore community.

If I lower the damage, then the penalty of discarding creatures may seem too harsh

How about lowering the damage dealt to opponent to 12, but the dice will destroy themselves if they draw a weapon / shield ?

Maybe the whole set can be changed to :
1. If spell, discard that card
2. If creature, deal 12 damage
3. If weapon/shield, destroy the dice
