Hmm, some added defense for ? Interesting, although you might change the card text to say "freezes the opponent's weapon" to avoid any confusion. This seems a bit OP (maybe cost increase?), as an arctic squid plus a couple of these would be a very strong lockdown.

I like how you can use this card both offensively (free your frozen creatures and disable your opponent) and defensively (the turn before an opponent's creatures become unfrozen, hit 'em with a frostbite).  Ultimately, I feel like the latter will have the most use.  My only worry is that it might be situational (needs ice bolt/freeze/arctic squid to be effective).

I think that Water has enough sources of freezing (including the most amazing card that you somehow forgot: permafrost) that the latter effect isn't too situational, and don't forget the added utility of being able to freeze weapons more consistently than Ice Bolt.

Nope.  In the notes Hyroen put that attack can't fall below 0 with frostbite.

I feel like an idiot for not noticing that.

I read once that after a few turns, about half the opponent's creatures would be frozen at any time with Ice Shield/Permafrost Shield, so with Permafrost, this works kind of like a 1.5 damage reduction shield that prevents freezing when played. In that respect, I'd probably call the card less useful with Permafrost around; better to keep the creature frozen than play this card.

You forgot that 1. for most creatures, Frostbite+Permafrost would halve their non-frozen damage potential and 2. these creatures can still be frozen.

Card topic ratings are generally not much to go by ... take a look at Rejuvenation (http://elementscommunity.org/forum/index.php/topic,34369), for example. One of the reasons for this is that a single 1-star vote takes a ridiculous amounts of 5-star votes to turn the topic into a 5-star topic.

I don't really have any major concerns, except that it seems a bit expensive. -1 or even -2 cost might work better. Plus, the Congeal effect alone may be enough for the upgrade, so they could probably both have the same cost.

Other than that, I love the card. Can it freeze immaterial weapons? (Note that Ice Bolt cannot freeze them; only Voodoo Doll can.)
