How come the upped version makes it so much better? it gains 1 atk, 3hp, and it's ability is 50% more useful. Also, what exactly is a Pryntil? A quick google search didn't reveal anything, though I imagine that it's probably something like a harpy or mermaid. Why does charm cost ?

I've done this calculation: 2 (Atk) + 1 (hp) + 1 (skill) -1 (duo) -2 (up) = cost 1 and seemd fair

It cost  because charm confuses its target -> chaos. Moreover effect is similar to antimatter and in addition already exist in level 3 a siren which use a : ability

in the calculate maybe the skill should have vale 2, and the card shlud cost 2 also up cards don't always have a reduction of 2). Howerver i'd suggest to reduce the atk to 0 until end of turn, instead of permanently gave -X

Because without a bound may really shoutdown almost everything.

I actually prefer to think about the card's mechanic before the art but why it's so bad?

The casting cost is too cheap, but I like the card's ability.  Although, with that artwork, I'd play that card in my deck even if it was crappier than flooding.

I suggest 3  for the upped version.. because the +1/+3 -3 attack is a big buff for only 1 cost.
