I would make the percent chance to break lower. Because even with it's low cost it won't last very long(on average). right now it might last three turns if you're really, really lucky

I'd say to prevent coding issues it should be destroyed when it breaks. Good idea, but possibly UP.
I like the "broken" mechanic!I think the easy way to implement this is like Pheonix | Ash.Make a Broken Kagero card, with the " Repair" ability.
